Medicine dispensers with associated remote care systems

  • This procurement aims to offer medicine vending machines with associated remote care systems to above all municipalities but also regions.
  • The framework agreement is planned to include medicine vending machines that help users/patients in, for example, municipal care and social care to independently take their medicine at the right time. The medication dispensers must be delivered with the associated remote care system. The distance care system helps the municipality to manage the medication dispenser, monitor medication management, receive information about missed doses, send messages to the user and much more.
  • The purpose of the procurement is to make it easier and faster for municipalities and regions to acquire medicine dispensers compared to procuring them themselves.

The work with the procurements includes both preliminary study work and work with the implementation of the procurements.

The scope of the assignment is initially estimated to be between 75-150% of a full-time position and the Purchasing Center has the opportunity to control the percentage scope from month to month during the contract period. The procurement consultant does not need to start at full capacity right away, but can initially have a lower occupancy and gradually increase the commitment as the project progresses.

The purpose of this procurement is to contract with one/several procurement consultants

1. The procurement process and the Public Procurement Act (LOU): Procurement consultants with in-depth knowledge of the LOU and its application in the public sector.

2. Project management in the procurement of IT/digitalization projects; Procurement consultants with very good experience of pre-study work and procurement of IT/digitalization preferably also knowledge in welfare technology.

Pre-study work includes project management including:

1. Investigate legal positions

2. Carry out risk analysis/s

3. Carry out customer dialogues and work with reference groups

4. Carry out supplier and industry dialogues

5. Manage communication

6. Carry out utility calculations

7. Development of procurement strategy. The procurement strategy includes, among other things

a. The objectives and expected results of the procurement

b. Description of procurement technical positions

c. Description of business positions

d. Description of supplier strategy

e. Description of the terms of the procurement, such as procedure, tender procedure, contract follow-up, etc

f. Description of benefits

g. Project plan for the procurement

i. Time and activity plan

ii. Plan for project organization including referral group

h. Planning for call-off support

8. As well as investigation of any other issues regarding, for example, sustainability

9. Preparation of a preliminary study report

The procurement work includes for each procurement, among other things:

1. Project lead a team

4. Procurement documents for advertising

b. Evaluation report

5. Notice of Award

Follow-up and meetings with Adda

The consultant must document and report the time spent and completed activities on a daily basis. Reporting of time must take place weekly and/or for fixed partial deliveries according to the agreed timetable and in the agreed format to Adda's contact person for the assignment. The assignment includes regular and when necessary working meetings with Adda's representatives in Adda's premises, telephone or web meetings

Competency requirements:

The consultant(s) must have:

  • In-depth knowledge of procurement processes and legislation (e.g. LOU).
  • Experience of independently carrying out public procurement.
  • Ability to develop and implement procurement strategies.
  • Proven experience in leading complex projects from start to finish.
  • Ability to coordinate and lead project teams.
  • Strong planning and organizational skills.
  • More than 5 years of experience in IT and digitization and welfare technology in the public sector.

Meritorious:

The consultant(s) should have:

  • experience of running a procurement within welfare technology. Welfare technology refers to: Digital technology that aims to maintain or increase safety, activity, participation or independence for a person who has or is at increased risk of having a disability

Requirements for previous experience must be proven by the CV attached to the call response. The consultant(s) must have experience of a similar assignment and this must be reported with a reference assignment.

Start date: We wish the work to start as soon as possible, but no later than September 2024.

Duration: The contract is valid for 18 months.

Location: Stockholm. The assignment can be carried out partly at the supplier's own office and, if necessary, at Adda's office in Stockholm, when Adda wishes.

Working hours: The assignment covers between 75-150% and starts in September 2024. The procurement consultant does not have to start at full capacity right away, but can initially have a lower occupancy and gradually increase the commitment as the project progresses.

Possibility of extension: Option of extension 3*6 months.
